Can anyone help me find the name of this movie?

Not sure if this is the right place to ask, and forgive me if it's not, but I'll give it a shot.

When I was 10 or so I randomly watched about half of a movie on the tv and I got completely sucked in. I'd love to rewatch it now but what I remember from it wasn't enough for me to find it using google.

I don't remember much, but here it is. A pair of brothers (I think) end up in a fight and one of them ties the other one up and takes him out to this lake. He throws him into the lake and drives away. Our guy nearly drowns and gets his feet stuck in some seagrass while panicking. He does not manage to untie himself and has to float there for a very, very long time. We're talking several months, maybe even a year if I remember correctly.

Eventually, someone finds him and manages to get him loose. He is taken to this guy's tent and our guy has lost the ability to talk. The guy who found him teaches him how to talk, provides him with food, water and he is allowed to sleep in his tent. After some period of time, they return to the city to discover a war has broken out. (Probably WW2, by the clothes they were wearing it seemed to me our story was taking place in the mid 90s.) The last thing I remember is the pond guy confronting his brother.
