I am trying to find that series. I recall only very indistinct flashes of it, a "bad guy" who went around enforcing the law for a corrupt labour (?) government. I recall the bad guy having black hair and he wore rubber or leather gloves to beat up his victims. At the time this series deeply impressed me. Anyone?
