In the scene where Ben is being bullied on the bridge and Henry is trying to carve his name into his stomach, a car drives by with an old man and old woman that stare Ben down as he screams for help. After the car passes a red balloon pops up in the back seat. Was this Pennywise taunting Ben? I don't fully understand
