How do big blockbuster films (particularly franchises) choose screenwriters and directors?

People always ask this question, but always in a negative context. "Why'd they choose him?" when a particularly bad creative mind has been hired. When it's a good choice, it's always simply that: "great choice!" But good or bad, how do they settle on these things?

I first realized that I had no idea when Chris Terrio was announced as J.J. Abram's Star Wars co-writer. Obviously they hired him based off of his writing in Argo. But how did they decide on him? Did Kathleen Kennedy happen to watch Argo recently and decide "well, Batman v. Superman doesn't seem to have been his fault, so why not?"

How do they choose between one writer and another? Like, how do they choose the writers and directors of individual Marvel movies? Choices like Joss Whedon seem obvious, but Black Panther is co-written by Joe Robert Cole. Where'd they find him? Who's Eric Pearson and how'd he get the Thor: Ragnarok gig? Were they in a Cop Car mood when they were looking for Spider-Man directors?

How does this shit work?!
