How does Wes Anderson have films, with huge class acts, and not have to shell out $500m+

Looking at the cast list for Isle of Dogs, the sheer volume talent amazes me. How does he do it? My guess, is the answer is simply "Its Wes Anderson" I imagine actors sign up to be apart of some true art.

But seriously, the budget of Grand Budapest was $25m and I know that can be the budget for a single class act out of a handful of the actors signed up.
