After the carnage in X-Men: Apocalypse the corpse of apocalypse has reanimated but is lifeless. a Group of Scientist find it and a piece of red hair and they take it back to the labs. The scientist decide to try and use the blood for good. However a day later one of the scientist gets a blood test and he is revealed to be a mutant.
But on top of that the mutant with no powers. At first the scientist tries to impress his mutant roots by going to rallies however after being picked on and ridiculed by his own kind he decides he does not need to impress his mutant side sense he is one of a kind. A mutant with no powers he can blend in with humans.
So he continues his life as if he never knew he was a mutant or he was never even one to began with. However he still tries to figure out why he does not have powers and also meets with a African American man named Achilles (played by Morgan Freeman) to try and unlock his powers. However after a disagreement with his peers on what to do with Apocalypse blood and the red hair sample which The Scientist had turned into a Serum (via science mumbo jumbo).
And in that moment his powers unleash they are electric powers. He flees after his electricity destroys half the lab damaging one of his collages (which in the mean time we will call Walter) and unleashing another and more younger peers mutant abilities as well. Scared in his house he gets a call from Achilles telling him he must control his abilities and he must decide his destiny be a hero or a villain "go out and try either one which ever one you choose will be the game changing moment of your life" he says.
as he goes out and decides to be a hero after a see where he cries to a shrine of his father (insert Unbreakable's Visions here) he saves a family from a Domestic Dispute, Gets a cat out of a tree, and saves a young collage girl from almost being assaulted. As he finishes his night of crime fighting he finds Achilles and they get to work at mastering his new abilities.
Meanwhile Walter still trying to recover from his burns injects an unhealthy amount of Apocalypse blood into him and he becomes very powerful turning the lab into his lair convincing the younger peer to join him as he creates a clone of the Lightning Rod and injects more of Apocalypse blood into him (and starts to resemble a more comic accurate Apocalypse).
So Lightning Rod must go after him and go through his trails until he gets into the room where the lab is. First he fights a bounty hunter hired to kill specifically mutants, then the younger peer with his mutant ability of Neon, and then his clone X-00 who has red or orange lightning instead of blue.
He and Walter then fight and Lightning Rod realises he is not strong enough and he injects the serum made from the red hair he found in the wreckage and he unleashes the Electric Dragon. with his new power he gets inside Walter's mind and inside his mind is him in human form under Apocalypses chains. Lightening Rod and Apocalypse fight within Walter's mind and Lighting Rod comes on top. He exits his mind and both become unconscious.
When he wakes up in the hospital he is surprised and disappointed that he has no powers again but finds out he can still use powers but he will need to recharge by injecting a special serum Achilles made and also absorbing electricity. The movie ends with him on a building in a new costume looking over his city ready to protect it.
We get two end credits one where Apocalypse corpse eyes open and the other where Lightning Rod is in a Interrogation room where he meets with Charles and Jean about joining the X-Men and that they need his help locating "New Mutants"
