Why does the NC-17 rating still exist?

It's a widely known fact that almost no director wants their movie to be rated NC-17. It's basically like walking into the studio and saying that you're better off losing money. This rating has caused movies like Saw, Requiem for a Dream, and Kill Bill Vol. 1 to be cut or edited in order to appease everyone at the MPAA. Why, though? What does that extra year between 17 and 18 do? Is a 17-year-old really going to see anything new by watching an NC-17 film? From my perspective, it's only been a censor, but what do you think?
