I thought of this after re-watching 'Head of State' and how it was a mixture of Obama's campaign and Trumps. Chris Rock is an unpolished candidate running for office and he uses tactics that seems to not work, actually advances his stake in the election.
Also Executive Decision. Released in 1996, a movie about terrorist taking over a plane with a bomb that heads to DC. This movie was released about 5 years before 9/11.
